The sleeves are made in a below-the-elbow length with a notch at the end - it appears that there had been ties to secure the cuff to the arm, but the original owner removed them, so the ends of the sleeves are loose and open (see second-to-last close-up photo)
Rock with cowboy boots or a nude heel and add some gold jewels to bring out the gold accents in the dress
